Where can I find the regulations that a GAL must follow in evaluating a custody suit?
How many times are they supposed to visit the child? Does he go to the school and talk to the teachers? I am looking for specific national or state guidelines. I don't believe my Custody Evaluator has done his job. Who do I go to to complain?

The national website for GAL/CASA is http://www.casanet.org/. You should be able to get the information on training and requirements there. I would begin by gently expressing my concerns to the GAL/CASA in question and then move up the "chain of command" (ie. supervisor, local director, regional director, state director, etc.) if your concerns are not addressed.

I am a former GAL (in NC) and we were required to spend a MINIMUM of 5 hrs a month - not including Court time, investigating and conducting interviews. (I used to spend an average of 20 hrs a month on my clients and researching their cases.I would suggest that if you can prove that the CAL/CASA assigned to your son did NOT spend sufficient time with your son or properly investigating the case prior to writing their Court report, you may very well be able to impeach the GAL/CASA's credibility.

Our son's GAL was supposed to see him every 6 months but sadly in 2 1/2 years the GAL was only in our home twice. She would ask about him when we would go to court - but we never saw her on a personal level at home. Same goes for the other foster son we have (the first one we are adopting). They do not necessarily need to speak with teachers unless there are issues (ADD / ADHD...etc). If you feel the need to complain then you need to speak with your case worker and they can tell you who to talk to. If your case worker won't get you anywhere you can always call their supervisor.
