The three countries you mentioned have very different criteria for adopting and three very different processes. Your in-country stay for Kaz is very long (a minimum of 3 weeks, more like 5 weeks), so some families cannot do that. China has an in-country stay of about 2 weeks, but has very strict guidelines for PAP's and the process is taking much longer now. The Phillippines has the shortest in-country stay (about a week) but does have about a 2 year wait to referral. Cost is highest for Kaz (of the three you mentioned). So it really depends upon alot of factors. If you are looking for the fastest process, it would be Kaz. I would just google adoption info for all three countries and you can get better details. We have adopted from China, our daughter was considered "special needs" because she had a crossed eye and was premature at birth (SO not a special need, in my opinion!). There are many children in China who have these types of minor, correctable conditions and are labeled "special needs".....the process to adopt these children is expedited in comparison to waiting for a referral from China. If you google "waiting child adoption from China" you will get lots of info. But again, the requirements for parents to adopt from China have been tightened quite a bit in the last year or so. If you want "easy," adopt a cat. You can even get one of those self-feeding thingamajigs so you only have to fill up the food once a week or so.

You can find information on international adoption requirements of all countries that participate if you look at the US State Department's website: http://adoption.state.gov

However, rather than thinking about which is "easiest," you should be focused on whether there is a real need for adoptive homes for children in those countries, and whether you will be able to help the child gain an appreciation and understanding of his/her country of birth. There's a lot more to the decision than just figuring out which has the least stringent rules.
