Why can't U.S. citizens adopt from cambodia?

There is a moritorium on US adoptions from Cambodia (initiated on the US side) due to some nefarious adoption practices in-country by a few people and/or agencies. I've heard stories about mothers being paid to place their children for adoption, I've heard that mothers were not told that the adoptions were permanent, that the child would be going to a boarding school, children being kidnapped, etc.

Adoptions in Cambodia may re-open, but Cambodia needs to be able to put a stop to these practices.

"On December 21, 2001, the then-Immigration and Naturalization Service (INS) announced an immediate suspension of the processing of adoption petitions for Cambodia. This decision was based on numerous concerns related to the fraud environment in Cambodia as well as the lack of a sufficient local legal framework and other safeguards to protect the children’s best interests. On January 25, 2002, the Cambodian Ministry of Foreign Affairs verbally notified the U.S. State Department that it would suspend the issuance of adoption documentation to American families in acknowledgement of trafficking concerns and other problems in the adoption process. From early 2002 until August 31, 2004, all immigrant visas for adoption cases in progress were processed under a joint State Department-Department of Homeland Security Task Force. No further Cambodian orphans, including siblings of previously adopted orphans, can be processed for immigrant visas to the United States until the Department of Homeland Security (as the follow-on agency to the INS) lifts the suspension of orphan petitions. At this time, it is not clear whether or when the moratorium might be lifted.

Since 2001, the United States Government has consistently urged the Royal Government of Cambodia to amend its adoption laws and implement an effective, transparent child welfare system to protect children, birth parents and prospective adoptive parents. Cambodia has begun this process with its accession to the Hague Convention on Intercountry Adoption in March 2007. However, the U.S. Government continues to wait for Cambodia to take further steps towards Convention implementation as well as to make progress on updating its overall child welfare system. The U.S. Government will continue to urge Cambodian officials to develop significant and much needed reforms that could eventually lay the groundwork for a resumption of intercountry adoptions between Cambodia and the United States."

They had adoption scams where they were trafficking children, and kidnapping children and adopting them to U.S. parents. This was found out post Angelina Jolie adopting but has gone on for years.

y dont u adopt from the good ol usa didnt u know that our adoptions places are just as packed as some of those other countries?
i love how ppl adopt from other countries like its pridful makes you a better person or something.
if your wanting to adopt i would look around and see what would be best dont base if off of some third world county. when there are kids starving for a family right in your back yard.

I don't think thats true because Angelina Jolie adopted her 1 son from Cambodia and she is an american citizen. I know she rich and famous and that might have something to do with it but i think when it comes to placing a child in a good loving home it doesn't matter how much money you have if your stable enough you should be able to adopt from any country. Look at all the hassels Madonna has gone through to adopt her new son and she's rich and famous. i would get a consultation with a lawyer or something to see if there is a loophole or a way you can adopt from Cambodia.
