Check with your agency. The rules for international adoption are different from country to country and are often changing. If you don't have an agency yet you need to get one before you start thinking about specific children whose profiles you view on the web. It is a long process. Children whose profiles you view now may be adopted by the time your paperwork is complete.
If you haven't already identified these two individual children, but you have decided you are only interested in children exactly 4 and under 12 months, you may need to reconsider your expectations. This would be a warning flag to me that you might not be realistic about adoption. The children you adopt will be unique individuals and probably won't be exactly the way you imagine them in lots of ways besides their age. If you can't be more flexible on the age, I wonder if you can be flexible enough to deal with all the other ways in which children are exactly who they are and not necessarily who we want them to be.
Maybe you are at the very beginning of your adoption journey and are still separating the fantasy from the reality. Your agency could help you develop a more realistic idea of the process.
That said, it is a good thing to keep siblings together whenever possible. |

Yes of course. I read about someone who has 3 brothers and 2 sisters from Thailand and she adopted that whole family all at once. Maybe it was a different orphanage and they have different rules; but i dont think so. |

Sure, But whatever you do, don't homeschool them...I would think being mature enough to adopt kids would lend itself to being mature enough to figure out proper spelling and grammar. |
