If she is your fiance; you will be petitioning for her to get a K-1 visa. You can apply in the US or at a US mission abroad. The petition is sent to CIS in the US. If it is approved, it is forwarded to the Department of State in the US, who forward it to the appropriate US mission abroad - in this case it would go to the US Embassy, Brasilia. If everything is in order with the additional paperwork and interview, the embassy then issues a K-1 visa into your fiance's Brazilian passport.
If you get married overseas, and want to bring your wife to the US, then you will be petitioning for a K-3 visa for your wife. The process is similar to the K-1 process described above, in most respects:

It's called a K-1 visa, and the U.S. will approve it, pending all the correct and legal documentation proving that the engagement was done in good faith and that your fiancee is not a criminal of some sort. |

The marriage visa is first filed and processed in the US and then sent to the US Embassy in Brazil for final processing and issuance. Your wife will have to attend an interview at the Embassy in Brazil, and if she is able to bring all documentation required by the Embassy, and the Embassy feels the marriage is a genuine marriage, your will wife will then be given her visa in her passport. |
