I have tried cic.gc. ca, nothing there concerns new borns. Please help.

If you are still in the US, register the birth of your baby to the nearest Canadian Embassy in the US. The baby is already american by birth. Jus Solis.
If you are now in Canada, apply for a passport for your baby as it is already Canadian by birth because of you! Jus Sanguinis. The baby does not need a PR card.** |

you need to contact the US embassy in Canada not the Canadian gov.
did you get her birth registered with the US or were you married at that time ? or single?
you will need her birth certificate (original)
