I'm fourteen years old and living in los angeles area, i was born in germany on a u.s. army base.

Docan and Leon are right, only people born to a parent who was a German citizen at the time of birth are usually German citizens on that basis. It does not matter whether they were born in Germany or not. Nor does it matter if the parent is a naturalised German.
In general, birth in Germany does not confer German citizenship if neither parent is German. However, children born on or after 1 January 2000 to non-German parents acquire German citizenship at birth if at least one parent:
- has a german permanent residence permit (and has had this status for at least 3 years)
and
- has been residing in Germany for at least 8 years.
Such children will be required to apply successfully to retain German citizenship by the age of 23 and they will normally be required to prove they do not hold any foreign citizenship.

You don't qualify for German citizenship if you are born there on an army base by American parents. If you don't believe me, ask the German embassy. If you really want German citizenship, you would have to immigrate there and live there for several years before you can apply. |

The German government confers citizenship through “jus sanguine,” that is, by descent. The children born there to non Germans will not qualify for German citizenship. In order to get German citizenship you need at least 1 German parent. |

I assume that your parents registered your birth with the US Embassy or Consulate. That got you your US passport so you could come to the US with them.
When you are 18 you may petition the German government met for citizenship. If you are not fluent in German, written and spoken, you will have a hard time there. |
