Politicians engaged in corruption must not be voted,
Pork barrel for senators and congressmen be removed,
Political dynasties must be prohibited,
Nepotism must be investigated and violators be jailed,
Campaign donations from businessmen be banned,
Bribery must be reported, and
Candidates giving election money be disqualified.

You are asking for too much info in this confined space. Let's go with stop the bribery and corruption. I would say look in books on how the US was made. Look back in the 1790's. These politicians are too power hungry. I do not see the Philippine government to get better without intervention

Educate the people to vote people with character into office and not traditional politicians and movie personalities. There are still politicians from the Marcos era who hold office today.

Maybe let only those who pay taxes vote.
