Are Americans working in the Canadian Consulates?

I made a trip to a Canadian consulate in the U.S. to ask about changes in the upcoming dual citizenship changes. The guard was an American. He fielded all the questions and went to the window for the forms. When I spoke to one of the employees behind the window, he didn't act like he was Canadian. Not that Canadians are that obvious, but usually Canadians are much more friendly. I didn't hear any Canadian accent whatsoever either. What worries me is that the U.S. may be staffing the various consulates under some sort of agreement. Anybody have any comments? The guard was obviously an American intelligence officer, since I was married to one - I can spot one. So who exactly is working behind the glass window? More American intelligence officers or real Canadians?

it is not uncommon for consulates and embassies to hire locals for certain positions....

so yes, it is possible for the Canadian consulate to hire Americans and vice versa.
