Contact the foreign offices of Slovenia and Croatia and ask who handles their affairs in the countries you are interested in. Most countries who do not have an embassy somewhere will have an arrangement with another country that does have an embassy for someone to act as charge' des affairs for them. (I may have spelled the French wrong). Alternately, Slovenia or Croatia may have Honorary Consuls in the Middle East countries. Honorary Consuls are private individuals who are granted some rights to represent a country, but are not full-fledged diplomats. What they may be allowed to do ranges from mere ceremonial tasks to renewing passports.

Again, they only way to find out quickly is to contact the Foreign Office/Department of State or whatever Slovenia or Croatia call that department and ask.
