Bellow 5 years minors are eligible to get police clearance certificate from Hyderabad passport office?

Minors below 13 years of age do not need police Clearance report for a passport.
If one of the parent (father or mother)have valid passport and mentioned in the minors passport application,
Otherwise it is required.
