I was born in montreal in december 1987, I'm non-canadian,actually there is a law since year 2000 that people who are born before 1994 in Qubuec can't obtain a canadian passport , is that true? or there is another way to apply one please I really need help. Can I obtain a canadian passport??

If you were born In Montreal, Canada,,,,,,,,then you are a "Canadian" period (there is no such law as stated in your question ) and can apply for a passport ! That is your Nationality..Canadian !
HOWEVER......you state that you are "non-Canadian" and that needs to be clarified . Did you change you nationality and if you did then you cannot apply for a Canadian passport ?
I'm presuming however that you did not change your nationality having immigrated somewhere else, if you haven't then you are stiill Canadian !

Ok...got your additional info about not being Canadian !
While I know that you were born in Canada you waived your citizenship by immigrating to another country which would now make you a national of the country you immigrated too and no longer a Canadian citizen.
You would have to go through the standard policy's as regards immigration unfortunately to regain or have Canadian citizenship.
