Can I apply reentry permit from US embassy in my country ?

I have green card for 10 years and I been staying in my country for almost a year , can i apply reentry permit from US embassy here in my country ?

You cannot get a reentry permit outside of the US. You have to apply before you leave. If you will be gone more than a year and don't have a reentry permit you must file for a SB-1 visa as a returning resident alien.

"Permanent resident aliens who are unable to return to the United States within the travel validity period of the Alien Registration Receipt Card, or the Reentry Permit, may apply to the nearest U.S. consular office for a special immigrant Returning Resident (SB-1) visa. To qualify for such status aliens must show:--"
