My friends passport expired 1 year ago. He formed a company license in his in Dubai and he is going around Indian Consulate and he is not getting proper response from there. He provided all documents they requested like Letter from his old company, Letter from his Sponsor, Letter from his side giving reasons for delay of renewal and Letter from Passport office in Indai. He was waiting the whole day from 8AM to 6PM and his token was also not called saying this guy has to come and so on. What should he do now? can he send the passport to India and try to renew as he cannot go to India till he gets his passport renewed. Why the people in Consulate Dubai are not helping. Where should we go if they did not help us. Please advise.

You have every right to demand the consulate in Dubai for the issue of a fresh passport , if you are a resident in Dubai (UAE). You send a legal notice to the consular officer with a
copy to the Ministry of External Affairs, New Delhi.
You can also forward copies of your correspondence to the
Joint Secretary, Ministry of Overseas Indian Affairs,
Akbhar Bhavan, Nyaya Marg, Changyapuri, New Delhi.
Passport officer in India may not issue a fresh passport
from India against the one that you are holding, unless you are present in India.
Dubai consulate has no right to refuse to issue a fresh passport nor they can reject .
You can also appeal to our Embassy in Abhu Dhabi.
