Yes you can, but he has to have be born in the UK then moved to France, it is up to your grandfather ( mean your father or your grandfather) is or was a UK citizen then you can claim a British passport

Yes, you can get a second passport, but they don't advertise it, you will have to ask the passport office

You can do, its called 'citizenship through decent' or something. Not that it matters much now as you don't need it like you used to - since we are all in the EU and that. The rules vary in different countries though. Best off checking with the British Embassy. I know with Ireland you have to apply for citizenship first which can take months and once that is approved then you can apply for the passport. Most people only do it nowdays as a heritage thing.
