Can a child obtain a tourist visa?

I would love it if my little cousin from Honduras came to visit for Christmas, she happens to be 8 years old. Is it possible for her to obtain a tourist visa, my grandmother happens to have a visa so I was thinking she might be able to travel with her for Christmas if she was granted a visa.Can it be possible?
What are the requirements for a child to be granted a tourist visa?

Minors should never travel alone! And an unaccompanied minor will not be admitted. The child will have to travel with both parents. If travelling with only one parent, the accompanying parent must prove a court order of sole custody, or the other parent is deceased, or he/she has permission of the other parent to travel from place to place from date to date.

Do not count on a child being allowed to travel with a grandparent. The parents will have to take their child & grandma to the consulate, provide notarized permission to travel with grandma, etc.

Note that all this is in addition to the usual proof of funds, etc.
