Yes, one can. There is no question on the application form about arrests or convictions, and no law that limits the foreign travel of a convicted felon, unless it has been so ordered by a court.

Yes, and usually, an American has a passport at birth. So, normally felons, which aren't children, have passports, and can't obtain them.
Anyways, most felons from the US can keep their passports. Depending on their crime, they may be denied entry to countries, or denied exit, like if they escape and decide to jump to Mexico. |
