Refugees and asylees in the US can get a travel document from USCIS that functions as a passport, but it does not give the holder US citizenship. |

The answer, surprisingly, is yes.
People who are US Nationals (born in or have a connection with a US Outlying possession: Swains Island or American Samoa) are eligible for a US passport, owe allegiance to the US but are not US citizens (all US Citizens are US nationals, but not all US nationals are US Citizens).
