Yes, if she can convince them that she is truly terrified of the current political situation in her country. However illegally entering the intended country of refuge and then requesting refuggee status would be safer, since the individual in question would not have to be transported from the embassy to the second country.

Most embassies do not provide sanctuary; there are no living quarters in embassies and the staff can't be responsible for the health and safety of civilians, especially if they are citizens of the host country. They will, however, assist a person to contact a local office of UNHCR, which is the international body for refugees and asylum seekers:

Almost anyone can enter a foreign embassy, but will only be allowed to stay if they are seeking political asylum.

In some arab countries, women are second class citizens and do not have rights even close to what a westerner would recognize. Specifically, she may not be able to leave the country without parental or spousal consent.
