I think the EU law is that to establish your right to travel as an EU citizen across internal borders that operate border controls you need to show either an official national identity card or a passport. Neither military ID nor a proof of age card, even the garda one, count as a national identity card. You do not need either of them to move within the schengen zone, which covers most of continental europe, or the common travel area, which covers the Isle of Man, the UK, including NI, the Republic of Ireland and the Channel Islands. However Spain is schengen and the UK is common travel area, which means they maintain border formalities. That means you would need official ID. If you want to go from Germany or France you are fine with anything that establishes your identity and that you are a EU citizen. You won't need them for the border on the continent, the borders are unmanned, but you might need to prove that you are allowed to be in Spain if you get stopped for some reason. |

No you have to have a passport to fly to spain now, they have new requirements as of about a year ago. You will need a passport. |

Well yes, if you go from say Ireland to France. I am assuming at least one of those documents establishes yoru nationality.
You can enter France on an identity card and there are no customs or passport checks internal as I understand it, so you can then proceed to Spain without a passport.
If you go directly from the UK or Ireland they might require a passport. But not if you go to France first. |
