Did you complete all the requirements? The only reason for you not to be able to get a passport is that you're not a citizen of the country you're in. I don't think they will deny you a passport unless you're a flight risk.

do you owe a fine for a ticket or money to the IRS
they will not let you have one until you are debt free

How can we give you reasons without you first telling us about yourself, relavent to the rerquirements for a passport?

Such as:

1.) Are you a fugitive from the law?

2.) What country are you residing in?

3.) What is your national citizenship?

4.) ETC.

well...let me look into my crystal ball and invent some details since you haven't seen fit to provide them....

1) that al-queda membership is hurting you
2) you've already been kicked out of the country 8 times, so they don't want you back in.
3) that stint you did for drug trafficking doesn't help
4) you have 32 kids who you can't support and that's a red flag
5) lose the "born to jihad" t-shirt

if there are any taxes you did NOT file? whether you owe money or not? you must clear this with the IRS, first,
