Well, any Foreigner can marry India, but have to produce NO OBJECTION certificate from their Consulate or Embassy for getting marry in India.

As far as I know, the country you want to live in is the one you need to get married in. This is because of the status in that country for who ever isn't from there. Then you get all of your paper work squared away and then you have the big wedding where ever you want to.
