Yes. You can. You will have to provide adequate justification for the applied visit and it will be more beneficial for you to give a valid surety in uae so that in hour of your becoming destitutes, the requisite action for your repatriation can be initiated as required under the ruels. Good Luck. |

You mean tourist visa right? Ofcourse you can apply for a tourist visa at the embassy. But to make sure that you wont be denied, here are my tips:
Bring all the necessary requirements. This is also to speed up your application so you wont have to come back again.
Prepare for an interview. Try asking someone you know who has already been abroad what were the questions they usually ask. If not, try searching the internet for tips.
Dress professionally. You'll have greater chance of having your visa if you dont look and smell like a beggar.
Prepare enough "show-money". You need to give them assurance that you will return to your country.
Now, if the embassy wont work, try agencies. But I still suggest that you go to embassy to avoid being a victim of illegal recruiters and agencies. Go to POEA to get the list of accredited travel agencies in the Philippines.
