If you are talking about a credit card, I am sure there are prepaid ones in a bank nearest you, they are sometimes called secured credit card.

If you are talking about a visitor's visa or tourist visa, while you technically buy them as there is a fee, there are other requirements that need to be fulfilled before you are given one.

Do you mean a Visa credit card? I've seen prepaid Visa cards for $50 and $100 available in quite a few stores.
