If you're resident in the Republic of Ireland or Northern Ireland then it would be the most logical thing to do.

Most likely not. There are two problems

First, Dublin is in a different country. Try going to an office in Northern Ireland. If you live in Dublin, and have no way of transportation...try to apply via snail mail.

Second, snail mail is really slow. In the US, it takes at least a month to get anything like that sorted out... and I am a citizen! I have no idea how long it might take to get to London from Dublin, but it might be a little quicker to go there in person.
