While you cannot purchase one outright, you can gain US residency through the Immigration through Investment program. These are EB-5 visas, please see the CIS Form I-526.
The program is that you either create a new business, purchase an existing one that is reorganizing so the outcome is a new business (bankruptcy), or invest to expand an existing business in an area needing employment.
You must invest US$1,000,000, or US$500,000 in an "target employment area" (a location with 150% of national average unemployment or rural area).
You must create 10 full-time employees or maintain employment in a business that was previously laying people off.
Once you have fullfilled the obligations of the EB-5 visa, you can fill out Form I-829 to gain permanent residency.

You can purchase a card that is green, so its a will be a green card. If you buy one in blue then its a blue card |

While obtaining one is expensive, it is not possible to "buy" one. If you do, it is a fake (false, forged or stolen), and the purchase, possession and/or use of one is a major felony. After a few years in prison plus fines. legal costs, etc, you get deported and permanently barred from reentry to the US.
Once barred from the US, Canada, UK, EU, Australia, NZ, Singapore, et al, won't allow you in either. |

You need to satisfy the requirements for green card.It is not like a commodity you can buy over the counter.Having money will help you get through the process but it is not the main requirement for you to be given a green card. |
