No, because you will not be complying on the basic requirement of a K-1 visa petition which both of you should be legally able to marry.You will be required to include your divorce decree in your petition and it will not be possible if your annulment is still in process.It will be wiser to just wait for your annulment to be final so as not to get denial or delay in your K-1 visa process.
