Answer is yes but
She will need a tourist visa issued by the British consulate in Manila.
that's the hard bit.
Entry clearance officers are less than helpful in the issuing of visas, and she will need correct documentation.
She will also need to prove that she intends to return to the philippines under the conditions of any visa issued.
There are many different documents that you will need to supply, and she may face a difficult interview.
many genuine people are refused a visa for no apparent reason, and there is no right of appeal against a refusal for a visitors visa.
it would also be a good idea for you to be present at the consulate when she makes her application

Of course she can come to the UK for a holiday; she'll need a tourist visa though.
