huh, your English needs polishing, dear.

But a foreigner cannot obtain dual citizenship in the Philippines, only natural-born citizens who lost their citizenship through naturalization to other countries are allowed, further, the other country must allow dual citizenship too.

I dont know if that is your question but, I think that is my answer...
