Can one get a multiple entry Shengen Visa to Switerland and France for a Russian citizen?

My girlfriend is Russian, we'd like to visit my brother in switzerland and then go to Paris on a separate occasion (I am British). I understand that Switzerland is now one of the Schengen countries.

My questions....
Can she get a Schengen visa from the Swiss Embassy?
Will it be a multiple entry visa? and how long will it be for?
Can we then use this visa to go to Paris?

We've tried contacting the Swiss Embassy but had no luck.
Any help would be very much appreciated, and will hopefully mean we can stop banging our heads against the wall!!

Yes, Switzerland is a member of the Schengen agreement since last year in December.

This depends on your visa application. A multiple visa will be granted if you apply for visiting the Schengen zone on several occasions. But you may travel to Switzerland and France on a single entry visa if you do not leave the Schengen zone in beteween your travel.

Schengen visa are in general issued based on the application, the itinerary provided, and are limited to a maximum of 90 days of stay within a six months period.

You should obtain a schengen visa from the country where you will spend the most time during your trip. You have the alternative to get it from the first country you will visit.

Since Switzerland is the first country you will enter and also the one you will spend the most time, that's where you would get the visa for your trip.

Normally a visa is good for a period of days and allows multiple entry but that is specific to the particular visa. She may or may not be able to get a multiple entry visa. I really don't know what would drive that decision.

If you want the visa to cover a visit to Paris on a second entry, if that's going to be longer than your Swiss visit you should be able to apply for it from the French. In this case your visits together must be 90 days or less and completed in a 180 day period.

If the Swiss have not been helpful then go to the French and apply for a visa to cover your two separate trips by requesting a multiple entry visa with France as your principle destination.

This question comes up a lot and from what I can tell, it seems that the shengen visa is for all EEC countries, not just the country of issue.

I am not 100% certain as in, I know this for an absolute fact.

I think if you went to a decent UK travel agent and told them that you wanted them to sort out flights (when you get the visa) they would be able to tell you about the rules. That is why I would try, even if I had to go to half a dozen different agents to get an answer. It is their job to know these things.
