Can some one answer Passport question(INDIA)?

1.Minor passport is expiring next month it has to be renewed. Now he is a major.
2.Existing passport is issued in one region.
3.Presently he is studying and staying in another region.
What is precedure for renewal of the Passport how and where does the police enquiry takes place.

If he/she is staying only for study purpose in another region then his/her residential address should be given and enquiry will take place at given present address

note: attach the old passport with application.
