Can someone else apply for a bangladeshi Tourist visa on my behalf?

I have an indian passort.Can my friend apply for a tourist visa on my behalf.I have downloaded the application form and will be able to sign it and then hand over the documents to my friends.In any case, how long does it take to get a tourist visa to Bangladesh.I would like to travel the same day.

2.Visa hours are from 0930 to 1100 hrs. (All documents are received within this time only).

3.At the apply for a Bangladesh visa, the following are to be submitted along with a valid passport:

Two copies (duly filled in and signed) application form.
Two recent passport size photograph.
All related /supporting papers, etc.
A passport is normally delivered back to an applicant, the following day between1630 to 1700 hrs. However, for any Clarification /query the delivery may be delayed.
