Well, the embassy is in Abuja, not Lagos. But, there is a consulate in Lagos.

I am not sure what you're asking, though. I think you can use whatever money you want to get him to the embassy or consulate so he can apply for a visa.

Only the US consulate in Lagos can answer all of these questions you keep posting. Instead of posting here, call the consulate and speak to someone there who will be able to tell you what sort of income you need, what sort of documentation you need to show, what sort of documents your friend needs to show, etc.
