You can, however you have to go to the home office or consulate to do so, or the responsible board for issuing the document

PAN Card

for changing signature on PAN card contact: pancard.tax@gmail.com

They will get you new card with same PAN but new signature in 10 days.

No you can't. In order to change your signature, you'll have to get a new passport issued. There is no way to change a signature on a passport without destroying it in the process. If you have a legitimate reason to change your signature (e.g. name change, getting a new passport shouldn't be a problem.
