Can you go to a country even if they don't have your country's embassy?

I know that Saudi Arabia doesn't have Jamaican Embassies, but can they still let you in? Or does the country have to have your embassy in order for you to enter?

If you need a visa to enter, you'll apply to the consulate accredited to your country, which may be in another country nearby. If you're absolutely stumped, your own country's foreign ministry will know where the correct embassy is.

Yes. You need to get a visa, which may be issued by a Saudi embassy in a country near your own, in your case but likely the US.
Whether or not Jamaica has an embassy in Saudi Arabia has not influence on your ability to travel, otherwise Jamaicans or other people from even smaller countries would be severally limited in where they could travel.
