Could Bin Laden be in a Refugee Camp in Pakistan dressed in a burka?

I a few key factors lead me to ask this question.

1. A friend who is a former State Department employee in Pakistan stated when seeing a bin laden photo in a tent that those were United Nations tents, and the tent city Refugee Camps were the only place that had those kinds of tents.
2. The only way to avoid search by the Army is to dress in a burka.

3. Pakistan provides cover from US Forces and allows him to operate close enough to run his war.
