Whose Consulate is it supposed to be? It looks far from genuine. It certainly isn't a US Consulate. In Washington there are foreign Embassies, Consulates are in other cities.

It's certainly fake. All official US Govt. websites and e-mail addresses use the .gov suffix, never .com
