It's apparent she's being advised and consulted by staff from Bush's administration - the Washington Post had a good article showing her advisers and their history. I was dying laughing when she kept repeating it. In fact, I googled Nucular to find this Question. :)

Jimmy Carter, Dwight D. Eisenhower, and even Bill Clinton all were known to pronounce the word "Nucular". I guess they were stupid also.
