If you mean the city in Georgia, USA, then no it does not. It is only a small state in a big country, and would not have it's own embassy.

I suppose the local Coca Cola bottling plant might serve in that capacity unofficially. Strictly speaking, the good folks of Atlanta would have a lot of 'splaining to do with GW and Condi if they decided to assert independence from the US and claim soverign status. Didn't really work out all that well the last time.

Atlanta is a city in the state of Georgia(south east US), in the US,therefore, it cannot have an embassy representing the US.
