My friends are from Taiwan, but have permanent residency in Canada (maple card), do they still need a tourist visa when they visit?

This cannot be answered in general. It depends to which country they plan to travel. There are some nations where possession of PR would make a difference but the EU is not among them. Their visa requirements are based on your nationality (passport).
However, Brian is not correct in saying place of birth would affect their visa requirements if they had Canadian citizenship; the only exception might be that China might consider them Chinese citizens and require a Chinese passport. Otherwise they will be treated the same as every other Canadian citizen. |

yes your friend will need a visa , his residency in Canada is irrelevant. |

Once they get canadian citizenship (passport) then they dont need EU visa for travel.
Permanent residents using Taiwanese passport do require visa for travel to Europe |

Yes they do as long as they do not carry Canadian passports (while they are not citizens) and even when they become citizen and carry Canadian pasport, based on the place of birth they would be descriminated against by some European and US governments. |
