Yes, it will be treated like a new application of US visa though being able to get a visa before and you didn't overstay in all of your trips while using the previously issued visa will give you a bigger chance to be issued a new one. |

It all depends on the kind of visa you are applying for. If it is an F-1 visa, then yes. But if it is B2 visa, you need to show income of your own. Unless you are dependent on your parents to travel. |
