Yes, you will need a Non-Immigrant or Transit Visa to just enter the U.S. to catch an onward flight to another country, eg: transiting Miami to go onwards to Barbados. The TWOV (Travelling WithOut a Visa) had been suspended by the U.S. Department of Homeland Security and the U.S. Department of State in August 2003 as safeguard against terrorist gaining access to the U.S. or U.S. airspace without undergoing the consular screening process. If you are unable or unwilling to undergo the process of getting a Visa then you have to select an alternate route to bypass the U.S. altogether to get to where you really want to go.

If you normally need a visa to visit the United States then you'll need a transit visa to pass through the United States on your way to another place.

The ability to transit through the United States without a visa was stopped a few years ago.

Why don't people give more details on their questions?

It depends on where you are from. A Visa Waiver Program country does not require a Visa.

Otherwise yes you would need a Visa since the Transist Without Visa (TWOV) program was abolished after 911.
