Yes, actually, the Saudi student recipients of Ministry of Higher Education (MOHE) scholarships are required to sign such agreements. If they break the agreements, there are official repercussions, to include loss of all financial assistance and support from the Saudi Cultural Mission in Washington, DC. With few exceptions, the ripple effect would include having to leave school, which would put the offending students out of status, which would then require that they leave the US. If they were out of status and failed to leave the US, they would be subject to arrest, detention, and deportation. So, yes, what your boyfriend is saying is essentially correct. You might consider a misyar marriage...

No, the US government doesn't ask for that, and marriage is never grounds for deportation. If the Saudi government asks for such a statement, I can't imagine how they could enforce it.

Not that I know of. Probably he signed a paper with his family not to marry an american. Call his family to make sure. If you don't have his family's no, then you have been had. Also, you can call the embassy for clarification.

The Saudi government makes them sign there because their religion does not allow them to marry Americans. he has been promised to someone else whom he will marry as soon as he returns from his schooling.

I have been married to a Saudi for over 10 years. While he was here as as student at the time he was not government sponsered. However, it is true that you need to ask permission to marry a Non-Saudi from the Ministry of the Interior. Since he did not ask this permission before our marriage we later had problems - even though his parents gave him permission. I was not able to travel to Saudi with my husband as our marriage was not recoginized in Saudi. I was not able to be placed on his family card as a member of his family. After about four years, one child, and a lot of paperwork, money and begging I was recognized as his wife and able to travle to Saudi. That being said his young brother just received a scholarship to study in the US and he did sign a form that said he would not marry an American. Consider your options carefully. It is not an easy road, and if you do not become a practicing Muslim it is worse. Also, very few Saudis stay in the US an overwhelming majority go back to the KSA.
