im under political asylum and i need to know if i need a visa becoz all they gave me was a travel document which is like a passport...

The entry requirement to the United Kingdom depends on the nationality listed in your travel document. If your country should be on the list attached as source, you will need a visa to travel to the UK for visiting purposes.

i don't think I can answer your specific question since you are not a US citizen but the EU does not require US nationals to have a visa to enter so long as the reason for entry is say, tourism. Only a valid US passport is needed. If you have comercial reasons or other restrictions, there is a list of requirements on the US embassy website
