Do you have to be a citizen to get a passport?

If one of my parents was from england and the other from australia and i was born in australia and never been a british citizen or lived their, am i still eligible for a british passport or do i have to be a citizen to get a passport

You may already be a British citizen by descent. Depending on your age, which parent is British, Is/was parent a British citizen, etc. You may need to register to become a citizen.
In general a person has to be a National of a country to get a passport. Citizenship and nationality are two different things. Although many people mistake them. Numerous times I have heard people state that they have dual citizenship because they have two passport only to find out that one of the countries does not allow dual citizenship but does allow dual nationality.

You need to be a citizen to get a passport. Some countries support dual citizenship, which means you can be a british citizen or an australian citizen. But in order to get a passport, you have to be a citizen first

In brief, "yes". Getting a passport is possible only through being a citizen. Moreover, passport is the only document for British nationals to proof their citizenship. They do not have any other kind of citizenship ID card.
