I don't know this for certain, but I think you do need to notify them, because they have your address on record, even though its not on the actual passport. You should call them and ask.

I don't think you have to. If you're in a country on a long-term visa and you change residence, you usually have to inform them, but if you're a resident citizen of your own country, you don't have to do anything with your passport if you move.
