Any American Consular Officer, at any US Consulate can offer advice and assistance to any American citizen who requests it.

Generally, they will not give money or offer loans. They will assist an American in getting money from family members, friends or a bank in the United States. If nothing else works it may be possible for the Consular Officer to arrange transportation back to the United States, but this would be after EVERYTHING else failed.

No, an ambassador is generally someone of wealth and status sent to improve social and cultural relations to a foreign country. When an American citizen is arrested or in need of help in a foreign country your passport grants you (by international law, though not always recognized) the right to demand a visit from your local consulate. Generally, an American citizen should not answer questions until they have spoken with someone from the consulate and understand the extent of their rights in the country of incident. Often, if you have broken a law the consul cannot intervene on your behalf but simply provide counsel and monitor the legality of your trial. In some instances, where religious law or bizarre cultural differences have been the source of a violation the consul can plead on your behalf to reduce or drop charges.

Consulates are usually members of the Foreign Service who have worked there way up the ladder in their assigned country or region and know the laws and the right people to resolve the problems of individual citizens. Ambassadors serve short appointments in various countries and rarely intervene without orders from the Secretary of State or current president.

That is what is supposed to happen but politicians in america side or chase after the money so they do not hardly ever do what is right. that is america's downfall. my answer is , very few times. ( UNLESS YOU HAVE MONEY) America has the best legal system that money can BUY.
