You are probably speaking about the weapons that were allegedly secretly sold to Saddam after the sanctions and the food for oil program were implemented. I am assuming that you do not mean the ones that were openly sold to him in the early eighties by the USA and Europeans when he was our ally against Iran. That was a mistake on the part of the western world but an understandable one. After all Iran's Ayatollah Khomeini had taken American embassy workers hostage and that after Jimmy Carter gave Iran to that crazy fundamentalist in 1979.
Some weapons were probably moved out by the Russians and the French. That's probably why there are satellite pictures of big Russian military "moving" trucks in front of hangers that allegedly where military storage hangers.

I think all those chemicals were a story which was made up by Bush to start the war.....most countries hold some sort of chemicals but not so much oil

Actually they were from Syria and Iran.Plus some were probably from the day of the Cold War and are Russian but probably brought in from Afghanistan.

The people who sold weapons to Iraq was the U.S.A during Reagan's reign and even if Germany or France was involved in that, they was intent on staying out of it all this time so in conclusion to your question...NO!
