Many major think tanks and research institutes take foreigners on an H1B-visa basis. They'll also apply for the H1B through their own lawyers and pay the fees. The main condition is that you fulfill their criteria for the job and that you are hired! (basically, you have to be better than US resident applicants).

You can't apply for an H1B. A consultant can't apply for an H1B. Only an employer can apply for an H1B.
