Does it make a difference in the European Union if...?

all countries vote for or against a country to be allowed in or a new law to be passed but one country votes against it?

for example: if all countries in the European Union voted for Turkey to be allowed in the European Union except for one lets say...Greece, voted against it. would it make a difference? would turkey still be allowed in? or do all the countries need to be on the same side?

PLEASE HELP! ITS A HOMEWORK ASSIGNMENT(EXTRA CREDIT) AND IM DESPERATE FOR IT:P

Within the scope of the EU, there are essentially three types of decisions to be made : 1) Decisions which are made by the EU Commission on its own (and don't need the approval of the member states), 2) Decision which are made by the EU and do require approval and or action by the member states and 3) Decisions that are made by the council of member state ministers.

The last group currently almost always requires unanimity, i.e. if one government votes against the proposal, it does not pass.

EU enlargement does require that every member state approve, i.e. if Greece or Cyprus were to vote against enlargement it would not happen.
